Teresa Muñoz Durán

 


Teresa Muñoz Durán is a graduate on Geography and Ordenation of the Territory at the University of Extremadura since 2004. Previously she got a Bachelor on Environmental Management at the University of Central Lancashire (2002). Teresa wrote her dissertation about the application of GIS (Geographical Information Systems) on the measurement of soil erosion. She has also coursed several seminars and courses to get a complementary training on regional development, sustainable development, transborder cooperation and dinamization of rural areas.

Teresa began to work at FUNDECYT in 2005 and is currently the Director of the Knowledge Society. She has been working on the Long life learning Project such as the Leonardo´s projects Talisman and Mithras, Creating the eLearning project Access to Art. She has coordinated the BENTLI project (eLearning) and DANA project as Socio-economic research projects.

Teresa collaborates as researcher and internal expert on the development of studies and reports at regional/national level.She has also run several European reports and studies aiming to promote and put in value the importance to release information at regional over national level.

 

 


Free / Open Source software (F/OSS) is primarily a certain type of software. Its relation to public administrations derives, first, from its utility as software and, second, from its differentiation from proprietary software. Therefore, FOSS is, first and foremost, a means for Public Administrations, which is utilized in order to serve specific needs and purposes.

It is evident nowadays that software and IT services have acquired a strategic connotation for Public Administrations. For example, the requirements for the provision of high quality electronic services, for higher performance at a lower cost and for the maximization of efficiency and competitiveness of the public sector pose significant challenges to the IT services of public administrations. Hence, the selection of the best software (and hardware) solutions has become a necessity.

Moreover, the fact that the IT technology has been in operation and has been used by public administrations for more than 2 decades now allows administrations to draw factual conclusions about the challenges, needs, priorities and problems associated with the software applications that they have used and will have to use in the future. These conclusions could imply that new opportunities might be arising in the IT and software sectors. Such opportunities could influence the way F/OSS is spread among public administrations and the way the software market develops across Europe.

 

 


José A. Ondiviela



Jose Antonio Ondiviela joined the Microsoft Western Europe Public Sector team as Government Industry Lead by 1 January 2008. He joined Microsoft in 1995 and holds a wealth of Microsoft experience in field sales, sales strategy, operations and marketing. In 2004, he started up the Local&Regional Government business in Spain. He incubated the Digital Cities Accelerator precursor of the well known Digital Town Hall initiative, now Citizen Service Platform.

Aged 45, married, two children, Jose Antonio was born in Spain. He studied his Telecommunications Engineer University Degree in Madrid and a Master in Enterprise and Institutional Communication Management in Barcelona.

He has also worked for Unisys and Alcatel.His favorite hobbies are Wine Culture (Enology), Golf, and spend time with his family at country space.

 


Innovation, Efficiency and Opportunity - How the Cloud is powering Future Government

In the current economic climate, citizens look to their governments for strong leadership, innovative services, and streamlined and frugal budgeting—meaning the programme pillars of information spaces, innovation, investment, and inclusion are more important than ever. To cope with current economic situation while maintaining the level of service the citizens are demanding, innovative and cost-effective solutions are required, and the new era of Cloud Computing delivers on this twofold new paradigm.  In parallel, citizens have become “digital consumers” and are expecting from their governments the use of the latest communication tools and social media systems, the same way the interact with private companies and social communities, giving the traditional concept of eDemocracy a new revamp.

Lucila Castro Rovillard

 


With a degree in Communication Sciences with specialization in Policy and Planning at the University of Buenos Aires (Argentina), nowadays is Project Manager at the R&D Department of the Foundation for the Development of Science and Technology of Extremadura (FUNDECYT).

Is responsible for the implementation and development of regional, national and European projects related with technological innovation and technology transfer.

Moreover, is in charge of several projects of interregional cooperation (Interreg IVB and INTERREG IVC Sudoe) in order to promote creativity and innovation in the region.

It is also responsible for coordinating the Science Week in Extremadura, an initiative of the Spanish Government for the promotion of scientific culture among the citizens.

 

 


Inolink Project

 INOLINK’s overall objective is increasing the reach of regional innovation policies, through a better connection within the regional innovation systems, especially of those located in the most peripheral and backward areas. This would contribute to increasing the number of regional actors involved in innovation activities and to a more balanced economic and technological development throughout the EU territory.

 To achieve this objective, the INOLINK project proposes the exchange of experiences in the setting up and functioning of public structures and networks, which support innovation and the participation in R&D cooperation and knowledge transfer of actors in peripheral areas and less innovative sectors.


Verónica Ramirez

 


Veronica Ramirez (Spain, 1979) is Project Manager of the Andalusian Technology Network since 2009. She is graduated in Chemistry from the University of Malaga and holds a Doctorate in Science by the Spanish National Research Council (CSIC).

Previously she worked as Innovation Agent of the Andalusian Technology Network for 2 years and as Scientific in the Science Materials Institute of Seville (ICME-CSIC) for 5 years.  During her position as a scientific in the ICME-CSIC she spent one year of her professional career in the Walther Meissner Institute (Munich, Germany) and several months in the Galilee technology institute – MIGAL (Kiryat Shmona, Israel).

She is author of several articles and presentations on R&D&i topic and has participated in over 20 international conferences and seminars all over the world.

 

 

 


Dr. Matthias Artzt

Dr. Matthias Artzt, born in 1951 in Zwickau, completed his studies in chemical engineering in 1971 as a graduate engineer. After that, he was a scientist at the
Institute of Mathematics and Mechanics, Academy of Sciences of the
GDR. In 1981 he graduated with the theme "Turbulence
and Theory of complex systems, "Dr.-Ing.
Since 1991, Matthias Artzt Head of Unit
in various ministries and the State Chancellery. In the Ministry for Economic and European Affairs since 2000, he took the position of the EU programs Program Director »BIS 2006 / BIEM and ProVIEL." He represents since the founding of eris@ 1998 the region of Brandenburg.

Region of Excellence - From Policy of Innovative Actions to best practice in the Region of Brandenburg

The Innovative Programme of Brandenburg for E-Business and Media Convergence (B I E M) is a part  of the regional strategy of Brandenburg.
Some BIEM - projects have been awarded. This includes the RegioStar 2010 and the title of "Region of Excellence" for Brandenburg. We present Experiences of the BIEM program and two from 28 projects shortly. Borjana Kujumdshieva-Boehning



Borjana Kujumdshieva-Boehning is CEO of the iDoc Institute for Telemedicine and Health Communication. As a graduated mistress of communications she works in the field of media and innovative communication technologies since 1995. In 1997, she developed an interactive patient education system and later on one of the first applications of telesomnology.

Focus of her work is the development, implementation and evaluation of comprehensive telemedical concepts and cooperation models between hospitals, GPs and Specialist Practices, pharmacies and nursing services.

 Borjana Kujumdshieva-Boehning is co-founder of NEST, the network for eHealth systems and telemedicine, and member of the directorate. Also, she is a member of DGTelemed (German Society for telemedicine). She has a lectureship for the faculty of computer science and media at the Brandenburg University of Applied Sciences.

   New ways of optimized healthcare
The iDoc institute combines medical expertise with professional IT and communication management and delivers innovative solutions within the fields of telemedicine and health communication. The aim ist optimized healthcare bundled with new medical and economic opportunities.

 Telemedical Screenning for sleep apnoea
iDoc-Test sleep apnoea is a telemedical system for early risk diagnosis of the wide spread disease sleep apnoea. Close cooperation with relevant medical institutions allows the screening of high risk patients by their family doctors, pharmacists or nursing staff, while the interpretation of data obliges qualified doctors for sleep disorders. Further areas of application are for example: treatment of stroke, hypertension, diabetes and cardiac diseases.

 

Małgorzata Kubicka - Hodura

Małgorzata Kubicka – Hodura represents Department of Economic Development, Marshall’s Office of the Malopolska Region. She graduated from The Department of International Cultural Studies of the Jagiellonian University in Cracow. She is an expert in project management in the field of Information Society and Culture.


Virtual Museums of Malopolska is an innovative project whose aim is to digitalise the finest and most valuable items of cultural heritage from 35 museums in Malopolska within two and a half years. To make it possible, a specialistic Regional Digitalisation Centre will be established under the project. Over 500 exhibits will be virtualised as three-dimensional presentations on a specially set up portal by means of the state-of-the-art technology.
